Looking at the time and considering production time, it is quite clear that’s a coincidence.
As far as I see it, both ideas are from 2015.

Anyway, both of them are crappy ideas. Bullet-made pens are almost as old as actual bullets. Just Google those words, and thousand of images will show up. No creativity here.
